As Manager of Contracts and Human Resources, Loraine develops, implements and monitors procurement and contracting procedures for CWIC. She ensures that all procurement meets federal, state and local audit guidelines and works with CWIC staff to monitor completion of contract activities and receipt of deliverables. She also serves as CWIC’s primary coordinator of personnel functions.

Before joining the Chicago Workforce Board (now CWIC) in 2003, Loraine served DuPage County Workforce Development in a variety of roles including Executive Director of the DuPage County Workforce Board, Administrator of Job Training Programs, Manager of Planning for Job Training Programs, Program Monitor and Job Training Program Counselor.

Loraine holds a master’s degree in Social Work Planning, Administration & Management from Portland State University and a bachelor’s degree from Mount Angel College.
